Weather Disruptions in Bali! Is it Safe to Operate Bali Tour Packages now?

As the peak season rush was about to surge in Bali, the climate conditions have reversed the situation. Due to the uncertain climate change in weather conditions in South Asia, some of the major hot winter vacation destinations, including Bali, are being cancelled by travellers. Floods, road blockage, heavy rain, activity, cancellation, and smoke was recorded from the crater of Bali’s sacred Mount Agung, have affected major parts of Thailand, Indonesia (Sumatra islands), Sri Lanka, and Malaysia.

In September 2025, Bali experienced intense rainfall – one event dumped rainfall equivalent to a full month’s rain in ~24 hours. Several areas (including districts like Denpasar, Badung, Gianyar, Tabanan, Jembrana) were badly affected by floodwaters, damaging homes, roads, infrastructure and affecting public facilities. Bali is experiencing heightened weather volatility – heavy rains, flash-floods, coastal flooding, and generally more frequent “weather disruptions”.

These unstable weather conditions have not just impacted tourism, but they have also led to operational instability for DMC and tour operators working on the Bali destination. While the region deals with heavy rain, DCMs are battling with heavy operations.

  • Weather-disruption heavy rain and storms caused flight delays, cancellations and diverted flights, creating visibility issues at the airport and disrupting schedules
  • Travellers who already booked their packages have started to panic & cancel
  • Vendors are unreachable or not picking up calls
  • Hotels have changed their rules
  • Cab services are also affected
  • Outdoor activities – beaches, water sports, trekking/hiking, coastal tours: become risky (floods, strong waves, landslides). (Liability if tourists are harmed increases)

Suddenly, in one night, your team is firefighting the damage the flood has caused.

Currently, there is maximum operational pressure on you and your team, but it is important to use the right procedures for minimum damage to your revenue.

Is it safe to operate the Bali Tour Package now?

Tours in Bali are still available; however, you must prepare for them to be “safe” by having a well-planned and effective Crisis Management Strategy. When determining whether or not a trip is “safe” or “viable” during this time, consider the following:

  • Divide “What Is Possible?” & What Is Not”: With the current weather conditions, avoid high-risk tours that are based on beaches, water activities, coastal locations, or remote locations in the mountains. Shift emphasis on cultural arts, wellness, and/or rural communities to have greater control than high-risk tours
  • “Be Flexible” & “Have Alternatives”: As for the tours already live have other options available for customers who are unable to participate in outdoor activities. And for upcoming tours, we strongly recommend using refundable or conditional reservations whenever possible.
  • Reply Quick “Keep Them Updated”: Be fast in informing and responding to your clients’ queries about weather-related disruptions & safety protocols (including appropriate clothing, insurance, and the local weather). Honesty and transparency create trust & reduce risk of potential liability.
  • Smartly Partner with Locals: Connect with locals to ensure that you have reliable resources available in case of emergency or crisis. Find hotels & lodging facilities with capacity to handle flooding through a drainage system; reliable transportation providers; and local guides who have extensive knowledge about areas that have been prone to disasters.
  • Establish Emergency Protocols: Develop maps and routes showing the location of your clients & other travel partners. Provide copies to your clients as well as to any transportation providers who will be working with you.

What Bali DMCs & Tour Operators are facing right now?

Panic & Pressure From Travellers: There are two types of conditions DMCs & tour operators have to handle right now. One is managing the safety of travellers who are already in Bali, and secondly, managing the travellers who are cancelling the pre-booked packages.

In a condition where:

  • Flights are delayed,
  • Roads are suddenly closed,
  • Tourist Attractions are cancelled,
  • Hotel availability has changed,
  • Increased cost of basic services due to heightened demand

This is a time when travellers are in panic and creating pressure on your operations.

The problem is not that the destination is temporarily disrupted, but problem is that your DMC was not prepared to handle such situation:

  • Finding drivers last minute
  • Extending/modifying hotel reservations
  • Managing activity cancellation
  • Handling suppliers, fluctuation in dates and rates

All of these operations require time and detailed handling, which is creating high pressure on your team due to manual handling.

Panicked Customers & High Pressure!

We all know that travellers don’t care: How many vendors do you have to reach out to, which vehicle is stuck where, number of activities cancelled, or the supplier’s condition?

They will only say one thing: “ What will you do? & How fast will you do?”

Weather conditions have always been unstable. It is you who needs to create stability in your operations:

  • Editing itinerary instantly
  • Quickly notifying the client & the suppliers about the change
  • Reassign cabs or guides
  • Finding alternatives that can handle the situation last minute
  • Issuing updated vouchers instantly
  • Adjusting the cost and calculating the tour cost without any delay
  • Make sure that you are prepared with all of these solutions on time.

Time to build trust with customers

We all know that trust is one of the most important factors in tourism, and in situations like this, you can take the opportunity to get trust from your clients. Handling these uncertain situations smoothly will reflect on your customer service and their perception of your brand.
